Sometimes, but only for the driver and only in limited cases. If you are asking whether you can drive a minibus yourself, a standard car licence may be enough for a voluntary, non-commercial group, but not for paid hire. If you simply want to travel, the easiest route is to book a minibus with a driver, which means nobody in your group needs a special licence.
People often search “can i hire a minibus on a car licence” before a school trip, club outing, wedding or family event. A 12 seater minibus is a common choice for a small group, and our private coach hire service covers larger parties.
Licence rules checked against GOV.UK guidance on 16 October 2026. Always confirm your own entitlement with the DVLA before driving.
The short answer
There are two different questions hidden inside this search:
- Can I hire a minibus with a driver? Yes. You do not need any special licence because a professional driver is at the wheel.
- Can I drive a minibus myself on a car licence? Only if strict conditions are met, and never if passengers are paying for the journey.

When can you drive a minibus on a car licence?
According to GOV.UK guidance on driving a minibus, you might be able to drive a minibus with up to 16 passenger seats on a car licence, as long as there is no payment from or on behalf of the passengers (it is not for “hire or reward”). You must meet all of these conditions:
- you are 21 or older;
- you have held your driving licence for at least 2 years;
- you meet the “Group 2” medical standards if you are over 70;
- you are driving on a voluntary basis and the minibus is used for social purposes by a non-commercial body;
- you are not towing a trailer; and
- the maximum authorised mass (MAM) of the minibus, including passengers, is not more than 3,500kg (or 4,250kg for electric or hydrogen vehicles).
If the vehicle carries extra equipment for disabled passengers, such as a wheelchair ramp, it can have an additional MAM of 750kg.
Does your licence date matter?
Yes. GOV.UK states that if you got your driving licence after 1 January 1997, you will need to apply for a minibus licence in certain situations, such as when renewing at 70 or over. In practice, many drivers who passed their car test before 1997 hold D1 (101) entitlement on their licence, which is why older and newer licences can behave differently. Check the entitlements on your own photocard or use the DVLA’s online service.
What if passengers pay?
Charging passengers changes the rules completely. A voluntary organisation that benefits the community, such as an educational, religious or sports group, can apply for a minibus permit from the DVSA to cover running costs, provided:
- the vehicle carries between 9 and 16 passengers;
- the service is only for members of the organisation, not the general public;
- charges only cover running costs and are not for profit; and
- the driver is 21 or older.
Driving a minibus commercially, or outside these conditions, requires a minibus provisional entitlement (a PCV licence) and a public service vehicle (PSV) operator licence.

Should you drive yourself or hire a driver?
| Question | Drive on a car licence | Hire with a driver |
|---|---|---|
| Licence needed | Only if every GOV.UK condition is met | None for passengers |
| Paid or commercial trips | Not allowed on a car licence | Suitable |
| Responsibility for driving | You, throughout the trip | A professional driver |
| Group can relax and enjoy the trip | Driver cannot | Everyone can |
Why many groups hire with a driver
Even when you are technically allowed to drive, a large vehicle is a big responsibility. A driver handles the route, parking, drivers’ hours and the unfamiliar size of the vehicle, so organisers can look after their guests instead. Read Travel’s drivers cover weddings, school and club outings, airport runs and days out across London and beyond.
Frequently asked questions
Can I hire a minibus on a car licence?
You can hire a minibus with a driver without any licence. If you want to drive it yourself, you must meet the GOV.UK conditions and the trip must not be for hire or reward.
How many seats can I drive on a car licence?
Up to 16 passenger seats, if all the conditions are met, including an MAM of no more than 3,500kg.
Can I drive a minibus if I passed my test after 1997?
You may still drive one for a voluntary, non-commercial group if you are 21 or over, have held your licence for 2 years and meet the other conditions.
Can I charge passengers for a minibus trip?
Not on a car licence alone. A community or voluntary organisation may apply for a DVSA minibus permit to cover running costs.
Do I need a PSV licence to drive a minibus?
Not for a voluntary, non-commercial trip within the conditions above. Commercial operation needs a PCV licence and a PSV operator licence.
